Changed that and still got the same error.
"Parameters not valid with multiple file systems"  So what parameters 
aren't valid? 
The help says (for a SAV):

 -- Specify *LCL on the SYSTEM parameter.                                 
-- Specify *ALL for the start date on the CHGPERIOD parameter.

These are all the defaults and match the command I submitted.
