Change control? If you make them checkout/in then you'll have a log of
what they've done as long as they're not "working on" a program object
for more than a day. And if they are, you'll know that too. 

However, I'm reminded of a saying that's commonly employed on an
Exchange mailing list I'm on... "There are rarely good technical
solutions to management issues."
