If I remember fine, the old Client Access 5763-XD1 V3R2 could help you. 
It provides an access to the IFS, through a kind of Net server 
emulation.

It runs on a Win98 platform (http://www-
1.ibm.com/servers/eserver/iseries/access/supportedos.htm). The 
conneciotn to V5R1 OS400 is not supported (http://www-
1.ibm.com/servers/eserver/iseries/access/connections.html) but it does 
not mean it will not work.
