QPWDMIN/MAXLEN change immediately. They are not challenged until the next time that they are changed. Historically there was a sense in the system not to say that a system value was changed until the next time that it is tested, but since then more modern interfaces have come about to demonstrate differently. I am unclear if it worth the effort for IBM to change the documentation.
