This user tried to access this profile(Qsecofr) and he doesn't have auth. 
CHANGUSRPRF for example. Or submit a job as if he were Qsecofr (changed the 
user field on submit job). You would have to look at the job log to see exactly 
what they were trying to do.

to access Qsecofr.

The AF parameter is for Authority Failure.   *AUTFAIL causes any authority 
failure to be logged to
the audit journal (e.g., an attempt to access a file or run a command without 
proper authority).
