I would think it would be more cost effective to have a BP set up your 
lpar than to do it yourself.  Setting up lpar is not like coding.  It's 
pretty much a one shot deal and there's not so much long term payback. For 
'training' you could not let them touch any keyboards but have them tell 
you what keys to hit.

For 'best practices' in moving code from test to production I would look 
at 'change management' software from Soft Landing or Aldon.  We use 
Turnover by Soft Landing.
