Maybe try running a WRKUSRJOB USER(*ALL) 
STATUS(*ACTIVE) JOBTYPE(*INTERACT)
and see if the unconnected TN5250e devices
that reject an incoming connection are
in DSC (disconnected) status?

If so, change QDSCJOBITV  (Time interval 
before disconnected jobs end)?

Just grasping at straws here.
