A web based application might be better since it could be platform
independent... Could run on PPC, Palm, Symbian.... Etc.
With the advent of Sprint and Verizon's EVDO this is very feasible.

I would also recommend you look at tools from Flynet.co.uk.  I have used the
tools and found them easy to use. They DO require us of the .NET framework.
