If you restrict them from ENDJOB by copying ENDJOB into another library, 
restrict authority for that operator for that comand in that library, you could 
restrict under certain circumstances as long as you set the library list 
appropriately.

Other than running the job with user ID that operator is not auth to, is there 
another way to not allowing operator from ending a specific job?
