Do they run in the same subsystem, etc?  For example, some companies 
create multiple QINTER type subsystems and put ADDWSE commands in there to 
route some users into different subsystems.
What telnet client are you running?
And by same IP address, do you mean source IP address or target IP 
address?  Because a telnet session -from- IP address 1.1.1.1 which may 
come from a local connection, versus a iSeries Access session from 2.2.2.2 
which may come from a ppp dial up connection from East Africa may have a 
significant performance difference.
