Ok decided to run a little test.

Restored TPHCNT and HPPICK from a couple of weeks ago ( the current files have 
had their file sizes changed)
CRTDUPOBJ DATA(*NO) for both
Used DSPFD to confirm that both the file and the single member are set 
SIZE(10000 1000 3) for both files
CPYF MBROPT(*REPLACE).

The result:
CPA5305 - Record not added. Member TPHCNT is full. (C I 9999)
CPA3138 - Member HPPICK2 file HPPICK2 at maximum size. (C I) 

Replied 'C' to cancel both.  Each file ended up with 13,000 records.

Strange is it not?
