Yes, SFLPGMQ is part of it.  The DDS looks like this:

DSPROGRAM is the program field in the program status data structure defined
in the RPG program. 

The message utility uses SNDPGMMSG to send the messages that will be
displayed and RMVMSG PGMQ(*PRV) CLEAR(*ALL) to remove them after they are
displayed.
