If all you want to do is delete the data without reclaiming the storage, sql DELETE FROM DMPDPG_PF will delete all the rows in the file regardless of the locks (well, not exclusive locks). If you want to reclaim storage, CLRPFM needs an exclusive lock so you'll have to end the job(s) that are locking the file at the time.
