The object description contains a "Last used date".  According to the CL
Reference,
that date is updated for programs when "Retrieve CL Source (RTVCLSRC)
command or
when run and not a system program."

The outfile created from a DSPOBJD command contains these fields:

ODUUPD         433     433  A1      Usage updated: Y=Yes, N=No
ODUCEN         434     434  A1      Last used century: 0=19xx, 1=20xx
ODUDAT         435     440  A6      Last used date (MMDDYY)
ODUCNT         441     443  P5.0    Days used count

You should be able to determine your unused programs with this information.
