Security, Security, Security.  Some one who understands how to perform
security auditing and make changes to improve security.  Someone who
understands how to work with single sign on security so their AS400 can
play with other servers nicely.

Networking.  So many AS400 people do not understand networking.  Someone
who know how to get their AS400 registered and using DNS and WINS.
Someone who know how to set routes, load balancing across multiple
Ethernet adapters, and other network attributes.

Keep up with the latest technology available and be able to perform
cost/benefits analysis.

This is only the top 3 items off the top of my head.  There are many
other duties, knowledge points that one should have but I don't have
time to list them all.
