But it is not the favored language for this task. Use RPG or COBOL in one of their flavors. Use the best tool for the task at hand, don't try to shoe-horn something that is not intended for what you want to do.
I can tell from your comments that you have a lot of experience in programming somewhere - it seems, however, that you have not been around the iSeries long enough - obvious holes keep coming up in your comments. I'm sorry, but I've been there - making grand generalizations without knowing enough about what I'm talking about.
Nevertheless, an outside perspective is important. And the folks to talk to most are IBM support. Put in a request for design change, submit a PMR (fix request).
I'm also not sure about the issue you raise about mapping pointers on a call. I can be far off here, but iSeries pointers contain far more than just the address in memory. There are things called operational descriptors (IIRC) that can accompany parameters.
It just seems strange that folks have somehow got along for over 20 years without the things you insist MUST be there for this platform to be successful. Making a assertion boldly does not necessarily bolster its validity. Even this one. ;-)

I just disagree with the IBM timeframe and lack of urgency. It is taking me twice as long to program things on the 400 as it would if I had better language support. My current job is not very secure because of this. I am trying to be helpful and what do I get in return - attacked by the boosters! oh the burden :) CL commands need to be improved so the programmer can call SQL and ILE procedures. The 10 character system name limit has to be removed. CLLE modules should be able to contain multiple procedures, just like RPG.
