There are some things which can encrypt at the OS level - look at
articles in eServer Magazine, iSeries edition - think it was from a
couple months ago which discussed this.

LTO3 Ultrium technology for iSeries supports WORM.  Check the IBM
TotalStorage website or contact your BP for more info.
