Could this be part of the problem?

I created a new Image Catalog "TEST"

ADDIMGCLGE IMGCLG(TEST) FROMDEV(OPT01)
LODIMGCLGE IMGCLG(TEST) OPTION(*LOAD)

WRKIMGCLG IMGCLG(TEST) shows:

Image                                                  Device
Catalog        Status         Device                   Status
TEST           Ready          OPTVRT01                 Active

VFYIMGCLG IMGCLG(TEST) TYPE(*PTF) shows "Image catalog TEST, type *PTF
verified."

LODIMGCLGE IMGCLG(TEST) OPTION(*UNLOAD)

WRKIMGCLG IMGCLG(TEST) shows Not ready.

Take option 12 to Work with entries and see:

Image Catalog  . . . . . . . :   TEST         
Image Catalog Status . . . . :   Not ready    
Virtual optical device . . . :                
Directory  . . . . . . . . . :   /imgclg/test 
                                              
  Opt   Index  Status      Image File Name    
  __   *AVAIL                                 
  __        1  MOUNTED     C6302006_01        
  __        2  LOADED      C6302006_02        

Do these need to say "Unloaded" in both places?

Apparently a version upgrade goes directly to the image catalog and 
bypasses the virtual CD.  Unlike PTF's, etc.  Hence the parameter on 
PWRDWNSYS for IMGCLG and the parameter on the other for  Device.
