Depends on your server, but normally it isn't long certainly less than one
hour.

No IPL is needed after the installation.  Although there might be PTFs
that need to be installed and those might require an IPL.

At V5R3 PASE is on the D29xx_02 CD.  Here is IBM Knowledge Base document
that shows
the standard media CD layouts.
