With sockets
-You connect to a POP3 server and get the welcome message (+OK ......)
-Then you send USER (and you get the +OK response), and the password.
-The server sends you the number of messages available.
-You get them one at the time with RETR.
-Finally you QUIT the connection

Enclosures (and very often messages) are Base64 encoded and you can decode
them.

You can find POP3 specifications in  RFC1939
