I have a system which is on V5R2 and I cannot get any of my APPC
controllers to vary off so I can reset them. The status stays as 'vary on
pending'. I have tried to vary them off every way I can think of but it
just times out. There is an alert which says ' Congestion: control
program'. The CPU is only at 4%.

Does anybody have any suggestions short of an IPL?
