I know squat about VBA but is there some way to reverse the logic?  Or, 
put the looping into the insert statement itself?
insert into library.file values(
  do until currentcell.Value=""
   ...
)

Failing that, could you send a large set of cells as parameters to a 
stored procedure on the server?  You might not be able to pass them all at 
once but at least it should be a divisor of the current run time.
