All,

I finally managed to get an AS400 into a readable PC file.
The problem was packed fields.
To solve this I had to copy using CPYTOIMPF FROMFILE(externally described 
file) TOFILE(file created with record length) FLDDLM(';') RCDDLM(X'07').
Then use CPYTOSTMF with STMFCODPAG(819).
Then ftp worked with ascii.
