Looks like SNDPGMMSG "Where allowed to run is" set to: *IREXX *BREXX *BPGM
*IPGM (i.e. inside a program).  FTP is interactive interface.
Perhaps one of the other messaging commands would work (i.e. SNDMSG or
SNDBRKMSG)?
If not, I suppose you could write a one line CL with that SNDPGMMSG inside
and then CALL it in your ftp script.  That should work.
