I "think" disabled will still allow you to use the system console.

Think "denial of service attack".  If I sign on 3 times and disable 
QSECOFR and also happen to know the user id's of the one or two other 
employees that have this authority you're toast right?  Well, to counter 
this DOS attack IBM gave you the QSECOFR at console out.
