I heard a reference to this at the IBM Tech Conference during a BRMS overview. Don't know if this is what you are seeing or not but it was sort of news to me so it might be news to others. In the InfoCenter there's a whole section on troubleshooting backups and it mentions "first touch" after an IPL being <noticeably> slower.
