I'm guessing it's because the user QTMHHTTP doesn't have access to the
program.

I have installed cgidev2 and created my own source and object libraries
as 
instructed. I have created module and program mycgi1 as well. When I
enter 
the command http://.../bhcgislib/mycgi1.pgm I receive a 403 forbidden
error. 
The HTTP server is active (wrkactjob qhttpsvr).  I have VERY little 
understanding of HTTP configuration directives and therefore do not know
if 
I should be adding something there or not. I can get 
http://.../cgidev2/start to work however. Thanks for any help you can 
give...bill
