If it's a request to change ALL interactive jobs, then simply change the
class QINTER in QGPL:

CHGCLS CLS(QGPL/QINTER) RUNPTY(40)

All interactive jobs will now get run priority 40.  It's a bit involved (has
to do with the QINTER subsystem description and the routing entries, one of
which points to the QINTER class) but at the end of the day, the command
above should do what you need.
