What some people do is preinitialize the disks using the CD's that have 
the same level of LIC that is on the new system.  They even go so far as 
to install the LIC from those CD's.  Then, when you are ready you can 
install the OS, etc from the tapes.  I've done it this way, and it works. 
The only drawback is that you have to reapply mf ptf's.  So, before saving 
off the old system I would do a
DSPPTF LICPGM(*ALL) SELECT(*ALL) OUTPUT(*OUTFILE) OUTFILE(ROB/OLDSYSTEM)
Once restored, do it again to a different output file
DSPPTF LICPGM(*ALL) SELECT(*ALL) OUTPUT(*OUTFILE) OUTFILE(ROB/NEWSYSTEM)

SELECT OLDSYSTEM.SCPPID, OLDSYSTEM.SCPTFID FROM OLDSYSTEM
EXCEPTION JOIN NEWSYSTEM USING (SCPTFID)
