Which is fairly easy to do if you control the software on the voting machine. Imagine Diebold modifying the code so that some amount of the votes would swing from one way or the other. Not enough to raise suspicion but likely enough to swing the overall election. Say, change 8% of the total votes from party A to party B. Doing so would virtually ensure "delivering the state of" ... "to" ... Wait, is that what the Diebold chief said? Certainly they wouldn't do such a thing. OK, I'll take off the tinfoil hat now. John A.
