* Clear a file:
C                   Eval      Tmpxx= 'CLRPFM SomeFile'
C                   Call (E)  'QCMDEXC'
C                   Parm                    Tmpxx          1024
C                   Parm      1024          parm15           15 5

is one way. Of course today we'd define Tmpxx & parm15 in the D-specs and use %len(%trim(Tmpxx) to define the value of parm15.

Subject: Clearing a physical file

Good Morning,

Is there coding to clear a physical file within a RPGLE program without
calling a CL program to clear it?
