You'll only see the subsystem name in the allocated-to part if it's not currently signed on. If it is signed on then it will show the normal job using the device. If the user at the console has done a TFRJOB and then signs off the device will be allocated by the subsystem to which they transferred. Remote possibility, true but at least as likely as the QCTLSBSD system value changing which you seem worried about.
