It may be possible.  But, you will have to set it up with
user QTCP. 

When a user gets an FTP prompt, user QTCP is the user that
this happens with.  So you could return 0 for a connection
(CON) operation (not a sign on) for user QTCP and the
specific IP address you want to block.

I just ran a quick test using my FTPTOOL utility on this
and it seemed to work great.  When connecting you will see
the logon, but you will immediatley see "connection
refused" and a user id prompt, although entering anything
in this prompt does nothing and the connection is dropped.
