I agree with you conceptually, but it is not something that in can be
controlled.  The only other alternative is to have sufficient
reporting resources available and waiting to accommodate the requests.

So, we make sure the business knows that these are the things IS
supports and validates., and give the users tools to get at data and
benchmarks to validate their reports.  If they lie and say that there
report matches the system, there isn't much we can do about it.  In
the end, this isn't about tools, or about IS, but rather it is about
the trustworthiness and capability of the people.
