With out knowing more about the NEP, I don't know where else to look.
Is the new system partitioned with less CPU allocated to the partition
than the old system?

1) We were at the same OS and CUMM. 
2) NO. This NEP keeps in sync multiple files when a name change occurs. 
3) 900 MB is allocated to the subsystem that the NEP runs in.
