This is actually pretty easy; I've used the same logic since the time of the
System/38.

DSPPGMREF your programs to an output file.  DSPFD *RCDFMT your database
files to an output file.  Then read through your DSPPGMREF file, pick up the
file names, and bounce them against the DSPFD file.  If the level check ID
in DSPPGMREF doesn't match the level check ID in the DSPFD file, you need to
compile the program (or fix the file).
