Since your simple test worked.
If this is an automated process:
a. has the server ftp'd from or to
   changed password
   changed ip address
   connect by dns name and your dns not setup properly
   changed their firewall and not allowing you to connect
Find the job the users say is failing and look at joblog and
hopefully an outfile showing the return codes.
