Generally speaking, most SCM systems are geared towards bigger
development teams ... both in implementation and pricing.

That said ... having worked in small shops myself, I would certainly
strongly advocate implementing a SCM system even for a small shop.  My
immediate previous job (mind you, it was almost 10 years ago) would have
benefited greatly from a good, formalized, scm system.
