I'm not sure that the step 5 - Prepare for install, is valid for the
simple addition of a LICPGM for the current release.
Have you tried simply doing 11 - Install licensed programs?
What other message do you see in the joblog?

You can do anything with an image catalog that can be done with normal
media (except boot a brain-dead machine)

If the Image catalog will not verify, it is most likely that there are
PTFs missing for the image catalog. There are specific PTFs needed based
on which OS you are at and where you are going. Check out the IBM web
site and search on image catalogs. The first step in any LPP load,
upgrade, or PTF application is to verify the image catalog, so it will not
get past the verify step if that part does not work.

Other than having the correct PTFs on the system the Image Catalogs work
wonderfully.
