Yep, then they will be writing them down on pieces of paper "hidden" under
the keyboard, writing them down on Post-It notes stuck on the side of the
display, etc. Oh wait - they already ARE doing all of that; never mind ;-)

Start charging the user departments for every reset.  See how fast
everyone starts remembering their passwords when there is a little pain
put into the equation.
