Did you also display the outqueues using WRKOUTQ on a green screen or 
just use the iNav GUI ?

If the latter, the likely explanation is that when changing the 
attributes of a spool file the GUI is attempting to simulate what the 
iSeries outqueues will look like after the operation and forgetting some steps.
