Thank you Scott for your comments as well as Allen and Adam and the 
others.

As a result, I have resolved my issue.  I ended up adding double quotes at 
the end of the object name variable (&OBJ) at the RPGLE program level. 
Remember that the file name was 'Copy of DETAILDATA.txt'.  Appending the 
double quotes will happen now whenever I send the &OBJ parameter to the 
CLP.  Then, on the CLP, I prepare the system path with double quotes at 
the BEGINNING of the path variable (&SYSPATH).  So, the command looks 
something like this:

CHGVAR VAR(&SYSPATH) VALUE('"\\' *CAT &SYSTEM *TCAT +
       '\ROOT\TEST\' *CAT &OBJ) 

The variable &SYSTEM is the current system name. 

As a result, the content of the path is:

"\\TT400\ROOT\TEST\Copy of DETAILDATA.txt"

This is precisely what was needed in order to have a successful execution 
of the STRPCCMD command, launching the associated default program to it, 
which is NOTEPAD in this case.
