I just had something similar, so I'll pass on what I was told.  Check
the Delivery of QSYSOPR and see if it is *HLD or *DFT.  Change it to
*HLD if its *DFT and see if that resolves your problem.

All of a sudden today I have "H" being instantly replied for msg CPA3394
(load form type...).  In the past this would always generate a MSGW to
the user the first type it happened after the weekly IPL, they would
reply "G", and they were set for the rest of the week.

I looked at the default reply for CPA3394; it was set to "H".  I assume
that was always there; other than me there is no one who would change
it. I tried changing it to *NONE, but the output was still placed on
hold.  I reluctantly changed the reply to "G", and now output prints
immediately. (so the fire is out)

But I don't know why the "H" reply was even being taken.  I have no auto
reply entry for this message.  And looking at the job of one of the
users having this problem I see:

      Inquiry message reply . . . . . . . . . . . . . . :   *RQD

So I would expect a MSGW should have been generated.

Is there anywhere else that I would look to see why the default message
reply is being taken?
