We had a situation where someone did a ENDSBS of everything and then
brought them all back up without doing an IPL or a STRSBS QCTL. You can
run quite well with QCTL sitting in an END state. We put a WRKACTJOB
SBS(QCTL) in our downtime instructions after that to ensure that this
never happens again.
