I have executed this command with that option many times on different releases 
and it's never failed when the file already exists.  That option only tells the 
system to create the file *if* it doesn't already exist.  If the file already 
exists, the option is ignored.

On our V5R3 system, when we issue a CPYF command and specify CRTF(*YES)...  And 
the target file already exists, the command completes normally and without 
errors.  This command should fail, shouln't it
