I understand the use of an alternate table and have used this technique in several applications. My point is that if you use a complex set of standardized rules to alphabetize records, it's not possible to simply convert the case using an alternate collating sequence. The handling of name inversions and punctuation can't be done consistently and still have a natural appearing name when it's displayed or printed.

As someone else pointed out, there's a cost associated with doing it this way and it's up to the organization to determine if it's worth it.
