I don't know how to do it programatically in Access, but I would do this:

Create a comma seperated variable file;
Get that file on the iSeries (FTP, mapped drive);
Use CPYFRMIMPF to put it into a PF on the iSeries.

You can kick off a .cmd file on Windows with the RUNRMTCMD command.
