TELNET works for me.  I was hoping to use SNDNETF and SNDNETSPLF
commands.

If you can get ftp to work, then give up on passthru.  Try TELNET from
one 
system to the other.  Benefits:
- Not having to worry about obscure appc codes when it doesn't work
- Do not have to set up ANYNET to get sna working on higher speed lan 
lines.
