Ken,

Check the autostart jobs for your regular subsystems to see if any tasks there
might be causing these files to get updated.  That could explain it if it is
not happening in your QSTRUP program.

Each week during IPL a few native files get recorded as changed. I have
already reviewed the startup program and determined that it is not
changing them.

This issue cases negative reactions to occur in a change management
system. I hope it can be understood and resolved soon.
