  It may be you have a rogue SQL application not closing cursors as
  expected or not performing a commit frequently enough. Look at the
  QZDASOINIT jobs open files on your 86% system. If see any with a
  consistent pattern of repeated open files they are most likely
  culprits.

  I have two systems which are identical in every way. They are set up
